What is targeted evacuation?
It is the transportation of a wounded person from a stabilization point directly to a hospital that has everything necessary to provide highly specialized care. No unnecessary steps, no loss of time.
Why is this important?
Without exaggeration, delays can sometimes cost a patient their life or lead to disability. Targeted evacuation minimizes the risk of complications, such as limb loss, reduces the duration of transportation and the number of medical facilities through which the wounded person has to pass, and, accordingly, the risk of infection.
How will it work?
The decision on targeted evacuation will be initiated by the security and defense sector—a team of military medics will assess the patient’s condition at the pre-hospital stage. Evacuation will be carried out to super-cluster and cluster facilities of the capable network, other facilities that have a contract with the National Health Service of Ukraine, as well as private medical facilities (with their consent – so we encourage you to join), where available beds will be monitored. The route will be coordinated by the Ukrainian Scientific and Practical Center for Emergency Medical Care and Disaster Medicine of the Ministry of Health of Ukraine, and transportation will be provided by regional emergency medical centers.
What conditions does it apply to?
Targeted evacuation is used in cases of severe traumatic brain injury, internal organ injuries, burns, large vessel injuries, complex fractures, and other critical conditions where delay is unacceptable. An indicative list of such injuries and contraindications to targeted evacuation is set out in the Resolution.
